I just tested my install and my FarHarbor content is still working. The mod date on my Fallout4.ini is April 10, 2019, could be I modded something or moved it to my HDD from SSD on this date, I don't know (IIRC I think I tried a couple unnecessary ini tweaks to kill god rays). I got FarHarbor working via the linked tutorials in June 2018. I can't imagine why what I see today differs from the tutorials.
